Permit me a brief rant.
The State Department has issued its report on the Benghazi debacle. State basically concludes that it screwed the pooch though it couches that assessment as a “systemic failure.” If you guessed that viewed from that angle it’s not possible to hold any individual responsible, go to the head of the class. This is from Yahoo’s report:
The board concluded that several decisions in Washington left the security posture at the Benghazi consulate “grossly inadequate to deal with the attack that took place.” However the report did not single out any individual officials, finding no “reasonable cause to determine that any individual U.S. government employee breached his or her duty.”
When all screw-ups are the attributed to a failure of the system you end up with the bureaucratic swamp that is modern day Washington. Individual responsibility vanishes and the system rolls inexorably along towards the next failure.
